Se realizará en Bogotá, los días 6, 7 y 8 de marzo de 2008. http://www.movimientodevictimas.org/node/512 La lucha por la recuperación de la memoria histórica, los derechos a la verdad, la justicia, la reparación integral y las garantías de no repetición, se ha visto expresada con firme determinación a lo largo y ancho del país en números esfuerzos de una multitud de personas, organizaciones y comunidades afectadas por la acción criminal del poder estatal y su estrategia paramilitar. Como el Movimiento de Víctimas lo ha reiterado; el camino recorrido por Álvaro Uribe Vélez en sus dos periodos de gobierno, no conduce a la reconciliación y mucho menos a la paz, por el contrario, ha estimulado la confrontación armada, consolidado la impunidad e incrementado considerablemente la vulnerabilidad y el número de víctimas, como lo demuestran los últimos acontecimientos. Con la apertura de procesos judiciales y las capturas de altos funcionarios del gobierno, Congresistas, Gobernadores, Alcaldes, etc., es cada vez más claro que se viene deslegitimando el actual proyecto oficial de ultraderecha debido a que todos ellos son los que han apoyado su campaña política a costa de la sangre de los Colombianos y las Colombianas.
------------ Ingles: Movimiento Nacional de Víctimas de Crímenes de Estado IV NATIONAL ENCOUNTER The fight for the recovery of historical memory, the rights to truth, justice, comprehensive reparation and guarantees for non-recurrence, has been seen to be expressed throughout Colombia in different efforts by many persons, organizations and communities affected by the criminal action of the State power and its paramilitary power. As the Victims’ Movement has repeated on numerous occasions, the path taken by Álvaro Uribe Vélez in his two administrations does not lead to reconciliation and much less to peace. To the contrary, as has been shown by recent events, President Uribe has encouraged armed confrontation, consolidated impunity, and considerably increased vulnerability and the number for victims. The initiation of judicial processes and the capture of senior government officials, congress members, governors, and mayors, among others, is further demonstrating the illegitimacy of the current official extreme rightwing project, since all of the implicated have supported this political campaign at the cost of the blood of Colombians. The State continues to be held hostage to paramilitarism and drug trafficking. Moreover, the last elections have confirmed this political, economic and social power in hundreds of municipalities and regions of the country. Paramilitarism has not only not been demobilized, but has also maintained its ties with agents of the public force, State intelligence agencies, and sectors of the judicial power, in addition to its ties with economic sectors, and national and transnational enterprises. The government has expended untold effort in obstructing the Supreme Court investigations in a shameless desire to favour the pro-Uribe government coalition implicated in crimes against humanity. Under the policy of the “fight against terrorism” and the official strategy of “democratic security”, the mafia power is being legalised in Colombia, which is a threat to the social and democratic forces searching for a real transformation of Colombia. Many pronouncements by national and international institutions coincide with the Victims’ Movement on the collapse of Law 975 of 2005, also known as the Law of Justice and Peace. The voluntary confessions by the paramilitary chiefs have not contributed important elements for the clarification of truth. On the contrary, this testimony has tried to justify these crimes. More than four million persons continue to be internally displaced because there has been no devolution of land and property. While the threats against and the risks for victims increase, the National Commission for Reparation and Reconciliation is more determined to protect the interests of the government and victimisers than offer real guarantees to the victims to overcome impunity. For its part, the armed forces, which are being investigated in hundreds of cases, recovered its leading role in the dirty war through its continuing alliances with paramilitarism (for instance, the 955 registered murders attributed to its agents since 2002, which are a part of the false kills in combat). Attention is also drawn on the national sovereignty and economic, cultural and social crisis existing in Colombia, which is expressed through the increase in the rates of unemployment, poverty, privatization of domestic service enterprises, and the closing of public hospitals and clinics. Additionally, the government insists on signing an arbitrary and disadvantageous free trade agreement with the United States. Despite the humanitarian agreement being far from a government priority -to the contrary, the government either hinders or ignores any initiative for its development-; over the last year, the demand for the freedom of those retained has gained even greater force. Students and professors have also risen to defend the public character of education. Workers have mobilized to oppose the privatization policies and the cutback of funds from the national budget for regional and local governments. Furthermore, the struggles of indigenous peoples, campesinos, and Afro-Colombians have expressed themselves heroically in the search for their rights. Lastly, the operations pertaining to Plan Colombia and its new phase have been causing enormous damage to the environment and the health of the rural population. It has also been massively victimizing the civilian population in areas of conflict. With respect to this reality, the demand for the negotiated political solution to the Colombian conflict emerges as the most realistic alternative at the present moment. Since its third encounter the Movimiento Nacional de Víctimas de Crímenes de Estado, MOVICE, National Movement of Victims of State-Sponsored Crimes, encourages diverse actions relating to its eight strategies in Colombia as well in many parts of the world where it has been invited. The Citizen Hearings for Truth, the regional victims’ encounters, the formulation of the legislative bill for the non-repetition of paramilitarism, the creation of new regional chapters, the creation of the International Ethics Commission, advancement in effectively achieving the alternative land registry, and support for the consolidation of the movement Sons and Daughters for Remembering and against Impunity, among other actions, are conclusive signs of the strengthening of the Victims’ Movement and progress in the fight against impunity in Colombia. The Movimiento Nacional de Víctimas de Crímenes de Estado, National Victims’ Movement against State-Sponsored Crimes convenes the IV National Encounter of Victims of Crimes against Humanity, Genocide and Grave Human Rights Violations on March 6, 7 and 8, 2008, in the city of Bogotá, D.C. In the regional preparatory events and in this national meeting, the relatives of the victims of State-sponsored terrorism, the survivors of political groups and social movements subjected to genocide, the representatives of Afro-descendent, campesino and indigenous communities in resistance, and delegates of persons displaced and exiled due to political violence, will come together to evaluate, discuss, and broaden the strategies to fight against impunity and strengthen the Movement and its relations with similar experiences in Latin America. The Encounter will also adopt the guidelines to continue in the fight for truth, justice, comprehensive reparation, and guarantees for non-repetition as well as the negotiated resolution of the armed, social and political conflict, the humanitarian agreement, and the democratization of Colombia.
