POR EL RESPETO A LA VIDA, LOS DERECHOS HUMANOS, LA CULTURA Y LA PERMANENCIA EN EL TERRITORIO

En el contexto del Foro Social Mundial realizado en la ciudad de Porto Alegre Brasil, del 25 al 31 de enero de 2005, se realizó el lanzamiento oficial de la CAMPAÑA NACIONAL E INTERNACIONAL EFECTOS DE LA EXPLOTACIÓN PETROLERA EN ARAUCA, con el propósito fundamental de develar ante el mundo los efectos causados por la explotación de este recurso natural, en la vida de las comunidades, organizaciones sociales y el medio ambiente de esta importante región de Colombia y obtener la verdad, la justicia y la reparación integral por los crímenes de lesa humanidad cometidos por y en beneficio de las transnacionales Occidental Petroleum Company -OXI- y Repsol; igualmente, del Estado colombiano por haber posibilitado su ejecución y mantener en la total impunidad la violación de los derechos humanos de los pobladores de Arauca.
Mantenemos el firme propósito de continuar aportando al fortalecimiento de la resistencia global y a la construcción del Otro Mundo Posible; este uno de los objetivos de esta campaña internacional. Les pedimos que nos apoyen en esta justa iniciativa por la vida y la dignidad de Colombia.

“FOR RESPECT OF THE RIGHT TO LIFE, HUMAN RIGHTS, CULTURE AND THE RIGHT TO REMAIN ON THE LAND.”
The World Social Forum that took place in Porto Alegre, Brasil, between the 25 th and 31 st January 2005 witnessed the official launch of THE NATIONAL AND INTERNATIONAL CAMPAIGN AGAINST THE EFFECTS OF OIL EXPLOITATION IN ARAUCA, the fundamental aim of which is to reveal to the world the effects of the exploitation of this natural resource in the lives of the communities, the social organisations and the environment in this important area of Colombia; to obtain truth, justice and reparation for the crimes against humanity committed for the benfit of the oil multinationals Occidental Petroleum Company (OXY) and REPSOL, and from the Colombian government for having facilitated its execution and maintaing a state of complete impunity for the violation of the human rights of the people of Arauca. The International Campaign was born from the following central elements: That the existence of huge oil reserves in the region of Arauca in North east Colombia, and the enormous investment by transnational capital, by Occidental and REPSOL, has allowed for total regional domination and for the guarentee of further expoitation of this resource, the total militarization and paramilitarisation and subsequent judicial and political persecution of regional social organisations; all with the support, training and resources of the government of the United States. That the massacres, bombings, disappearances, selective assassinations, forced displacements, and the mass detentions without prior investigation or due legal process have contributed to the environment of repression and state control that seeks to destroy all forms of popular organisation that questions this policy of plunder and repression. That the destruction of the food chain and biodiversity, the environmental disaster at the Lipa Lagoon, attacks against the millenarium culture of indigenous communities and the empoverishment of the population have resulted from this criminal policy which benefits only the exploitation of oil reserves. That investors demand that no resistance remains that will impede the free flow of goods and natural resources. As such that the oil megaproject has led to the creation of a further transport megaproject- the so-called Liberators Road, that will link Caracas- Bogota- Quito, the construction of which has led to the forced displacement of thousands of people who live along the planned route of this road. That it is here that lie the explanations for various massacres committed since 1998 in communities such as Santo Domingo, Cravo Charo, Cano Salas, Betoyes, Quintame, Flor Amarillo, Pinalito, Botalon and Horqueta, among others. That behind this state and paramilitary offensive that seeks not only to control the region, guarentee its oil reserves and protect the interests of the miltinationals, but also to stop the advance of the Bolivarian revolution in our sister Republic of Venezuela; all these being objectives of the government of the United States. The International Campaign against OXY and REPSOL seeks: To implement a process to disseminate information and denounce abuses at the national and international level that highlights the real reasons for the misery, repression and impunity which has flooded Arauca since the arrival of the oil multinationals and the implementation of industrial megaprojects. To generate a process of investigation that reveals the impact of oil extraction on the lives of the inhabitants and the environment, and that exposes the links between the violation of human rights, the oil industry and the international politics that sustains them. To contribute to the strengthening of regional social organisations through the creation of participatory spaces for the protection of HESCER (Human, Economic, Social, Cultural and Environmental Rights), the recuperation of our historical memory and for the elaboration of collective pain and mourning. To accompany the Guahibos and U'wa indigenous communities in the recuperation of their ancestral culture through the strengthening of their spiritual rituals, and the recuperation of their traditional medecines and their food culture. To implement legal actions that show the participation of Oxy and Repsol in the violation of Human Rights and in Crimes against Humanity. To promote forms of alternative justice that expose the crimes committed for the benefit of the multinationals and that develop a strategy to demand truth, justice and reparation. We remain convinced in our support of the global resistance and the construction of Another Possible World. These are further objectives of the International Campaign.
